Eagle’s housing is predominantly newer and larger than the Treasure Valley average — 1990s through current custom and semi-custom homes in Banbury, Legacy, and Two Rivers, with a smaller stock of older homes and farmhouses near the downtown core and along the river. The newer homes are structurally sound and typically want updating rather than repair: dated finishes, closed-off kitchens, primary baths that have not aged well, and outbuildings the original plan never included. Foothills properties bring the opposite emphasis — the house may be new, but the site, drainage, and access are where the real work is.

Permitting and planning in Eagle

Permits run through City of Eagle Planning & Zoning, with Ada County handling parcels outside city limits. Two things shape projects here. Properties near the Boise River and on Eagle Island can fall within mapped floodplain, which brings elevation requirements and floodplain permitting into any substantial work — this is worth confirming before design. Foothills parcels north of town carry hillside grading, drainage, access, and wildfire-conscious construction considerations, and many are on well and septic rather than city services. HOA architectural review is also common in the planned communities and governs exterior work independently of the city.

Building in Eagle: common questions

Do you build custom homes on Eagle foothills lots?

Yes. Hillside sites need engineered foundations, real grading and drainage design, retaining where the slope requires it, and access that works for both construction traffic and emergency vehicles. Well and septic feasibility usually needs confirming too. These are excellent lots — they simply need the site work priced honestly at the start.

My property is near the Boise River. Does that affect a remodel?

It can. Parcels within a mapped floodplain carry elevation requirements and a floodplain permitting layer that applies to substantial improvements and additions. We check the flood mapping for the parcel before design so it shapes the plan rather than derailing it at submittal.

Does my HOA control what I can build in Eagle?

In the planned communities, frequently yes — and the architectural committee’s standards for siding, roofing, colours, fencing, and detached buildings are often stricter than the city’s. HOA approval is a separate process from the building permit and should run in parallel, not after.
