Downtown Meridian holds a modest stock of early-twentieth-century homes and post-war cottages, but the overwhelming majority of the city is subdivision construction from roughly 1995 onward — two-story production homes on modest lots in Paramount, Lochsa Falls, Bridgetower, and Tuscany, plus a large volume of newer construction across south Meridian. These houses are well framed and generally need nothing structural. What they need is layout work: the wall between the kitchen and family room, an unfinished basement, a primary bath that was value-engineered, and storage or shop space the lot was never planned for.

Permitting and planning in Meridian

Permits run through City of Meridian Community Development, and parcels outside city limits fall to Ada County instead — worth confirming, because Meridian addresses are not always inside the city. Two constraints come up constantly here. First, subdivision CC&Rs and HOA architectural review frequently govern detached buildings, siding, roofing, and fencing more tightly than the city does, and HOA approval is a separate process from a permit. Second, Nampa & Meridian Irrigation District easements cross a great many parcels in this area, and you cannot build over them — that easement is often what decides where a shop or ADU can actually sit.

Can I build a detached shop or RV garage in Meridian?

Usually, subject to setbacks, lot coverage, height limits, and — very often the real constraint — an irrigation district easement crossing the lot. HOA architectural approval is a separate requirement from the city permit and is frequently the tighter of the two. We check zoning, easements, and CC&Rs before drawing anything.

Is finishing a basement in Meridian worth it?

It is one of the best returns available in this housing stock, because the shell already exists. Egress windows in any sleeping room, ceiling height, proper HVAC distribution, and a permit with inspections are the things that matter — an unpermitted basement finish causes real problems at resale.

How do I know whether I am inside Meridian city limits?

A Meridian mailing address does not guarantee it. Parcels outside the city are permitted by Ada County under different standards, particularly for accessory structures and ADUs. We confirm the jurisdiction from the parcel record at the start of every project.
